Uzbekistan’s technology sector is undergoing a remarkably rapid and strategic transformation drawing global attention and recognition. In 2025, the country entered the Top 100 global startup ecosystems, ranking 98th worldwide. Tashkent, the capital, was named by StartupBlink’s 2025 Index as the fastest-growing startup city in Central Asia, with a 132% increase in ecosystem activity and a global ranking of 350th among the world’s top startup cities. The World Bank ranked Uzbekistan among the top 3 fastest-growing economies in Europe and Central Asia in 2024. Brand Finance’s 2025 Nation Brand Value Index indicates Uzbekistan has one of the highest growth rates globally, with its global brand ranking moving from 57th to 55th. Venture capital has grown in parallel, with more than 12 active funds managing over 136 million USD, around ten times the total compared to five years ago. These developments underline Uzbekistan’s rise as a regional technology hub with accelerating growth and increasing global investor confidence.
Further to a Memorandum of Understanding signed between SteelRose Legal and IT Park, SteelRose Legal’s advice focused on strengthening the legal foundations needed to sustain this growth and attract long-term investment.
Our engagement involved a comprehensive review and comparative analysis of the draft “Law on the International Digital Technology Centre” by assessing their alignment with recognised international standards and best practices, as well as the principles of English law, to ensure the proposed framework would promote transparency, predictability and investor confidence while supporting local development priorities. SteelRose Legal’s advice covered key areas essential to a modern digital economy, including but not limited to governance structure, regulatory autonomy, dispute resolution, financial controls, data protection and compliance, intellectual property, labour relations, and the regulatory sandbox mechanism, ensuring that IT Park’s framework is both future-ready and conducive to innovation.
The ultimate goal is to establish a dynamic regulatory structure designed to make IT Park one of the most attractive destinations for technology investment in Central Asia, combining legal certainty with flexibility for innovators and investors alike. It demonstrates how sound legal architecture can foster trust, attract cross-border investment, and create tangible long-term value for both the local and international community.
